I am planning a party for a two year old. The theme is luau, I need some inexpensive decorating ideas. I also would like ideas of what kind of food to serve and what kind of games to play. I have three small pools, one water sprinkler, and one slip and slide.

Fruit chunks in cups; you can get dirt-cheap lai's, etc., from online souvenir shops.
Small muffins will work very good with small people, then allow them to go outside to play in the water, good luck.
Oriental Trading Co. (online) has tons of luau party items that are not too expensive. I would play limbo, pin the tail on the pineapple, musical chairs (decorated with silk flowers), whatever.
