Stir together soy sauce, water, ginger and garlic. Remove skin from chicken and cut into bite size pieces. Marinate chicken in soy sauce mixture while cutting other ingredients. Heat oil in skillet over medium heat. Add drained chicken, mushrooms, celery, and scallions one at a time, stir frying constantly. Saute 5 minutes, stirring. Add thawed snow peas and water chestnuts and cook and stir until heated through. Serve immediately with rice.
