In medium frying pan, lightly brown garlic in butter over medium heat, about 2 minutes. Add chicken and cook, turning about 10 minutes or until brown on all sides. Place onion slices on bottom of pan under chicken; add cloves and bay leaf. Sprinkle chicken with salt and pepper; pour water over chicken. Cover. Reduce temperature to low and simmer about 20 minutes or until chicken is done.
Remove chicken to serving plates and keep warm. Discard bay leaf. Add sour cream to pan drippings and cook, stirring, about 2 minutes until warm but not boiling. Spoon over chicken. Refrigerate leftovers.
