Topping:
Heat oven to 400 degrees F. Combine dry ingredients. Add milk, egg, and margarine; mix just until dry ingredients are moistened. Pour into 12 medium muffin cups that have been either greased or lined with paper baking cups. Fill 2/3 full. Combine the topping ingredients except margarine and mix well. Cut in margarine until crumbly; sprinkle over top of muffin batter. Bake 18-20 minutes or until golden brown. Makes 1 dozen muffins.
