The deer ate the tops off my sunflowers, will they still flower? They were not up but about 6 inches.

Probably no this late in the season. Maybe if it had happened earlier...
I do not think they will bloom but it is not too late to plant more seeds. You will have to figure a way to keep the deer away or the same thing will happen every planting/year.
I just went through this I was so proud of my sunflowers I had some up about 2ft and something ate the tops off of them and just left the stock look like sticks, anyway a week earlier the same happened and I didnt pull them up I just left them and today I see new growth on the plants it has split and made 2 tops growing double heads.

We just had this happen to our seedlings. Our bottle fed calf got into our green room and ate the tops off our sunflower seedlings. Ooooh, I was so upset as they were a wonderful project for our 6 and 7 year old boys.
