In a large skillet, saute the onion, garlic, and pepper in bacon fat. When the onion is translucent, add the ground meat, breaking it up as you cook it, and brown it well. Add the rest of the ingredients, and simmer 15 minutes, or until heated through and cooked down until it isn't soupy.
Source: Many years ago, my mother, Vicy, found this recipe on, of all places, a matchbook! It became a family favorite. I often add in more veggies, like sliced zucchini. It really stretches the ground beef, though I've also been know to add in a whole pound.

Although this recipe was first entered 3 years ago - it is still a very good standby.
My family is not that large anymore so I have to "trim" the ingredients down but that is no problem.
I usually substitute the liquid from the tomatoes and any other canned vegetables to replace part of the water when cooking my macaroni. Of course, being the "thrifty" type for many years I save the liquid from the macaroni and use in some manner later on.
This is also a good basic recipe even if you are a vegetarian as it is good without the meat or use a meat substitute.
