My Lavender is Not Leafing Out?

We planted a lavender plant last year. It did well. This spring we cut it back. It looks dried out, brown, and twiggy. No sign of green at all. Does it start to green in late May or later? Should it be greening by now?

This is the first year I cut mine back and it has been all brown and icky, just this week it has started to look better. I don't think I will cut it back again. zone 5a
