Simmer together the water, potatoes, carrots, celery, onion, salt and pepper for 10 minutes. Do not drain. Make a white sauce with the margarine, flour and milk. Stir in shredded cheddar cheese. Mix with above ingredients. Add the ham, and simmer gently until heated through. Watch closely so it doesn't stick or scorch!
