Cook linguini according to package directions until al dente and drain.
Meanwhile, saute peppers, garlic, and cayenne in the olive oil in a large skillet or pot over medium heat until peppers are softened, about 3 to 4 minutes.
Stir in the broth and low simmer uncovered for 4 minutes.
Stir in the sour cream and simmer 1 additional minute. Remove from heat. Stir in Parmesan, and toss pasta in the sauce. Season with salt and pepper, and serve.
