Decoupaging Old Metal TV Trays?

I have some old metal TV trays that I want to refurbish. What are the steps that I should take to prepare them to be decoupaged?

I did this exact thing. I found a set of 1950s TV tray tables. I first cleaned the metal, then sanded slightly since they were painted (on the tops). Then I primed the tops because I wanted to paint them black. I then decoupaged using ModPodge. Then I added about 10 coats of water based polyurethane to the finished surface. I also used fine steel wool on the legs to remove any old marks of paint and to shine them up a little. They looked great!
