Sandpaper fastened down and hand turn the bottle around on it is one way to smooth the sharp area.
Also, if there's an art class for stained glass nearby, you can inquire about having a student or teacher use their glass grinder on the area, or if you have a dremel tool or know someone who does, you can ask them to grind sharp edge off chip.

You can sand down the chipped area with an emery board used for nails so it is smooth, and won't cut a drinker's lips. I just sanded the rim of a wine glasss last night. It looks and feels better than presanding, although the chip will show.
