My family always throws away the boiled barley seeds after making barley drinks and I think it's just a waste. So are there any recipes that will make use of boiled barley seeds?

Use as a substitute for cooked rice in pilaus and risottos or use to make stuffings. I use barley instead of rice in my low GL diet.
Since they no longer will really have any nutritional value and since they probably would add a strange flavor to most recipes perhaps after being cooked as you mention you could dry them and use for crafting or simply place in the garden as a natural mulch.
