Replacing the Rubber Gasket for the Garbage Disposal?

I have a question about replacing the black rubber gasket type thing in the sink of the garbage disposal. Does the old one come out, or do you push a new one on top of the old one?

If you are referring in the black rubber splash guard that one sees when they look down at the sink,then it should just lift out. Putting another one on top of the existing one I think you will find it won't fit very well.
