Why not have a movie star party? My daughter did this and the kids loved it. Her big expense was renting a limo to pick up everyone and drive around the neighbourhood, that is optional. Then they did each other's hair and make-up. Had a photo shoot with her digital camera and then they all sang along on a borrowed karaoke machine while she printed of glossy photos for them to sign and take home.
Glow in the Dark (or Neon) Party...have black lights and decorate with white streamers, lime green ones and balloons...also get some glow sticks, insert them into white or lime green balloons before blowing them up for awesome effect. Have guests wear white t-shirts or tank tops and each bring 1 highlighter marker. You provide more markers....tell guests that they will be signing each other's shirts for souvenir of party. Use butcher block paper for tablecloth and leave some markers there for guests to write on. Make a white cake...add edible sparkles, decorate with white feather plumes.
Although food doesn't have to be "glowy", they do sell paperware that is. Check Walmart and party stores for them.
Get a playlist of some great party music, put together some goodie bags and maybe think of a couple games (a ring toss using glow in dark necklace taped together to toss around paper towel tubes that have been painted to win prizes?)
Glamour girl party. Rent out a spa and get the girls hair, nails, makeup done. Let them get facials etc. Or do it at by setting up stations.
