I have ceramic floors that look awful. The grout which was tan in the beginning stays stained and dirt settles in the grout. The color is a Mexican looking tile, not brown and not orange. It also has no shine. Please help.

You can rent a rotary bristle floor scrubber or manually do it, but you have to scrub it down to nearly sterile. A strong cleaner like Automotive Simple Green will help. Use a wet-vac to vacuum up as you proceed, don't let dirty puddles sit for even a minute.
After that, let it dry really well. Then you can apply a floor varnish or epoxy, that is made for unglazed tile. That turns it into a shiny low-maintenance floor just like it was glazed tile.
High traffic areas need to be re-covered as soon as they loose their shine, but you don't have to scrub down to bare for that. Just damp mop, let dry, and re-coat those areas.
