Seed exchanges are really popular these days. Search google for one near you, and contact your local Garden Club
freecycle.org.
Go to your areas freecycle site and request free seeds or starts. I always advertise mine for giving away there. I get several responses usually. It's a great service for wanting anything free.
Any dried beans, peas from the supermarket a lot cheaper than seed companies, and you get a lot more. also when you buy pumpkins chillies anything with seed in it can be dried if spread on to paper towel tomatoes do well this way. Just squeeze out the seeds if the tomato is over ripe, then plant the paper and all, the seeds will stick to the paper. Most herbs you buy are already dried and can be planted eg coriander celery seeds. Just look and they will appear to you as you shop.
