Combine crumbs, sugar and butter to form crust. Press in the bottom of a 9x13 inch pan. Chill. Beat cream cheese with sugar and 2 tablespoons milk until smooth. Fold in half of the Cool Whip. Spread over crust.
Arrange strawberries in an even layer on top. Using 3 1/2 cups cold milk, prepare pudding as directed on package. Pour over berries. Chill several hours. To serve, spread remaining Cool Whip over pudding and garnish with additional strawberries, if desired. Keep refrigerated.
