Cook onion and garlic in oil till tender. Add the next 7 ingredients and simmer 10 minutes. Tear off four 12 inch lengths of 18 inch heavy duty foil. On each piece place 1/4 of the meat; top with vegetables. Drizzle 1/2 cup sauce over each serving. Bring foil up and seal well, leaving room for steam. Place packets on grill and cook over coals 1 1/2 hours turning over once. When ready to serve, slit top and fold foil back, sprinkle each with cheese, onion and corn chips.
