Aluminum doesn't rust. Just use the ones from aluminum cans. My daughter made one--really cute!
soda can taps does not rust, I have one purse for more than 5 years and it still shining.
I have a TON of pull tabs from soda cans. A nearby store had a drive for every tab I gave, someone would get one minute on a kidney dialasis machne. I donated almost a thousand once (took months of Dr Pepper and Dr Thunder cans, plus friends and family helped). Well, I have my second 32 oz cup nearly full of tabs, and now that campaign of kidney machine time is no longer.

They are aluminum. They don't rust.
