Cook the rice in boiling salted water until just tender. Meanwhile, prepare the orange dressing. Mix the orange juice, olive oil and honey together, and season to taste with salt and pepper. Drain the cooked rice thoroughly, and stir in the prepared dressing while the rice is still warm. Allow to cool. Mix in the pineapple, peanuts, and red peppers. Spoon into a shallow salad bowl and garnish with the orange segments.
