Heat oven to 400 degrees F, line a sheet with parchment paper. Mix flour, wheat germ, brewers yeast, and salt together in medium bowl. Combine oil and garlic, add 1/2 cup of chicken stock. Mix until well combined. Knead for 2 minutes by hand on floured surface, dough will be sticky. Roll dough out about 3/8 inch thick. Cut out bone shapes, put on cookie sheet. Bake 10 minutes, rotate baking sheet, baste with remaining chicken stock. Bake 10 minutes longer. Turn off oven; let pan sit in oven for 1 and 1/2 hour longer.

I don't understand if raw garlic and onions and garlic powder is bad for the dogs why are you post on recipes on here?
No-Flea Dog Biscuits
2 cup unbleached flour
1/2 cup brewer's yeast
2 cloves garlic, minced
Preheat the oven to 400 F.
And oil two or three baking sheets.
Combine first four ingredients.
In a large mixing bowl, combine garlic and oil. Slowly stir flour mixture and stock alternately into oil and garlic, beating well, until the dough is well-mixed.
Shape dough into a ball. On lightly floured surface, roll out dough 1/2" thick. Using a 2" biscuit cutter or knife, cut dough into rounds. Transfer biscuits to prepared baking sheets.
Bake 20-25 minutes or until well-browned. Turn off heat and allow biscuits to dry in oven for several hours.
Store in refrigerator or freeze. Makes about 26 biscuits.
Brewers yeast is a natural anti-flea remedy.

Makes about 5 dozen bone biscuits
