Fleas should not be able to live in plants, you might see one jump from a plant but they cannot sustain their lives on a plant or from the dirt. Fleas hate salt, and I always sprinkle the carpets and under bed sheets, etc with salt. Then later I will vacuum it up.

They can infest the plant, as well as the soil. Get some suggestions from your local nursery to help with what you need.
