Can someone tell me what to use to remove old decals from a car? The previous owner had too much of a good thing.

Just get a rag and rub the decals with some isopropyl alcohol and let it sit for a while. Then scrape the decals off with a credit card or something similar. You may have to do this a couple times.
If your car has a clear coat and most cars have for a few years now the decals can be removed. 3M Co. makes a tool that is used in a high speed drill that will remove them in minutes without a lot of labor and not harm the paint.
You could try Goo-Gone. It works for me on removing price stickers off of glass, plastic, etc.
Try Lestoil. My favorite for removing sticky stuff. Or mayo works well also.
If other suggestions don't work, try WD40.
Use denatured alcohol and elbow grease to get decals off paint and glass. The Songwriter
