Lots of different opinions for this. If you have basically used Windows in the past acquire Vista or Windows 7 if you want Microsoft Support. If you don't care about Microsoft Support then XP would be a good choice. If you aren't really hooked to Microsoft Windows as an OS then consider Linux. It is the next best supported software. You can usually find a Linux version of about 80% of the Windows programs floating around. Or at least a software similar.
Now if you are talking Macintosh I can't help you out at all other than to recommend posting on a Macintosh Forum somewhere and asking alot of question.
My computer came preloaded with Windows XP, which works well with the adaptive program on which I depend. But then, I've been hooked on the Windows OS since version 3.1 (is that dating myself? lol!) My daughter and son-in-law, however, are staunch Mac users. They like the Mac OS's simplicity.
I much doubt there is a "best OS", just a few that are less crappy than the rest. Up until last October I had used XP Pro for over five years. Probably would still be using it, but the dirtbag that took over Mypal browser from 'feodor' quickly sabotaged it, and as that was the last and only browser that really worked on XP, I had no option but to move on to Win 7. Don't really like it, but Win 7 is the last M$ rendition not stuffed to the gills with corporate spyware/malware, so if you want Windows, that's your only sane choice.
As I have a OptiPlex 7010, I fitted the spare 5.25 bay with a mobile rack (Syba SY-MRA55006) which allows me to use both a regular HDD and a SSD. I have MX Linux installed on the latter, and the HDD I use for yearly cloning of Win 7. MX Linux is the easiest distro for a M$ user to handle. I also have a DVD burner that allows use of Linux LiveCDs (Linux Lite, Kodachi Linux, TENS, and TAILS) which are good for online shopping and banking, since these have no 'persistence'.
