Place peas and 3 Tbsp. water in microwave-safe dish. Cover, microwave on high power for 2 minutes. Stir peas, microwave on high another 1 1/2-2 minutes, or until cooked. Remove and set aside.
Slice scallions, put in bowl with 2 Tbsp. water, bacon bits and margarine. Cover. Cook 1 minutes. Let stand 3-4 minutes. Combine all ingredients in 1 bowl, drain pimento, stir into rest of mixture, pepper, parsley and nutmeg. Stir all together, heat another minute. Serve immediately.
