Dressing
Slaw
Whisk dressing ingredients in a small bowl. Combine the peppers, carrots, and green onions in a large serving bowl.
About 15 minutes before serving stir in the cilantro, cabbage, and dressing. Combine well.
Makes 7 Cups. (1/2 cup per serving).
