Are there any gas credit cards to limit purchases/use to gas only?

I don't know if they'd limit the card to gas only. I doubt it. However, I know pretty much all gas stations provide reloadable gift cards for their own company or brand. In other words, if your recipient prefers Speedway gas, I'd say buy a Speedway gift card. Yes, they may or may not spend some of it on chips, etc. But in this day and age, I'd hope they'd use the largest part on gas.
Yes- Mapco will allow you to purchase gas only gift cards. You are unable to buy any other store items with this card, and you can use it at the pump.
It looks like Mapco is located in the Southern U.S and only has gas stations there. They have fuel fleet cards that appear to be only available for gas but I don't know if you need to be a company to use them. Here is a link to their webpage.
Check with your favorite gas station. Many of them have credit cards which you can use for gas and other things but only at those stations. Gas stations I know of with cards: Marathon, Exon, Shell, Sheetz. At least they used to; they may not now.

There are also those cardlock type (unattended) stations that require sign/membership up but I am not sure if those use their own card or your Visa or Mastercard credit card.
We use gift cards that you can purchase at the gas station. They are reloadable and many of them give you a discount when you use their gift card.
yes holiday, mobile and exxon all sell prepaid reloadable gift cards that will only work at the pump and they come in handy.
