Making PVC Napkin Holders?

How do you cover the edges of the pipe when making napkin holders? I am using PVC pipe.

You are supposed to use a small pipe so you will not have any edges to cover.

PVC pipe comes in many diameters.

After sanding the rough (cut) edges of the pipe could you perhaps cover the whole ring with fabric or paper, gluing it on inside and out and then decorate?
