Preheat oven to 350 degrees F. Combine flour, cocoa, baking powder, baking soda, salt and sugar. Stir into a greased 8-inch pan. Make 3 wells in mixture and pour in melted butter, vinegar and vanilla in each well. Pour water over all and stir with a fork just until blended. Sprinkle with chocolate chips and just lightly stir in. Bake for 30-35 minutes.
This recipe also works well doubled for a two-layered cake. Then can be iced with ready-made icing from the store, also I add jam between layers. Otherwise it is more like a snackin' cake when not doubled.

This recipe has been in my family for as long as I can remember, from my grandmother, and we always called it "Wacky Cake!" My favorite way to eat it is hot, with butter slathered on top, or topped with a cooked fudge or brown sugar icing. Yum yum!!!
