I've made my own for years and it works just fine! I use 1/4 cup of rubbing alcohol and 3/4 cup of witch hazel. You can add a couple of drops of blue food coloring to make it look store bought. I hope this recipe helps.

Keeping it in the fridge in the summertimes makes for a wonderfully
refreshing toner too. You can use it anytime you feel sweaty, hot
and tired. Be sure to put it on your neck as well. If you have very dry
skin, you can use even less alcohol, and it's less drying. I have to use
just plain Witch Hazel, but I love the nice clean feeling of it.
Great tip...and about 20 times cheaper than store-bought toners.
This is a good idea but I don't think I'd put in the blue food color.
I am reading the recipes and comments regarding skin toners, and am literally in shock that anyone would even dream of putting alcohol on their face. I am shuddering at the mere thought.
