Put the sliced carrots, garlic, olive oil, and water in a skillet. Bring to a boil and simmer until the carrots are tender, about 8 minutes. Mix the sugar and spice and stir them in. Increase the heat to high, and, stirring constantly, reduce the pan juices to a glaze. Immediately remove the pan from the heat. Stir in the lemon juice and raisins. Serve
