Beat egg whites until foamy. Add cream of tartar, salt and mix well. Add sugar gradually, continuing to beat until stiff peaks are formed. Let meringue stand while preparing egg yolk mixture. Beat egg yolks until fluffy. Add flour alternately with water and flavorings, beginning and ending with flour. Fold in the egg white meringue. Pour into ungreased 10 inch tube pan. Bake at 325 degrees F for 60-65 minutes. Frost with powdered sugar frosting, if desired.
