SOS pads are steel wool with soap. You should be able to find them in the cleaning or sponge section of any larger store.

To prevent Rust on pans/tins, after washing I put them back in the warm oven at the end of baking session to dry them off completely

Regarding rust, and Im trying this right now on my old tins that are probably 100 years old Soaking them in vinegar overnight. Full strength white vinegar.

I have used this method on tools that got rusted and the rust peels right off the next day afte soaking 15-24 hours.

I have soaked rusted tools in white vinegar overnight and the next morning the rest peels right off. Im going to try this on some hundred year old Muffin tins that I have.

That picture looks more like burned on cooking spray rather than rust. It is just well-loved. Most of the previous suggestions should work to remove the coating/grime/rust whatever it may be, but a new coating of 'seasoning' might be useful to prevent rust from beginning again.
