Creeping thyme might be a good choice, it has pretty flowers and likes sunny, rocky areas. Like all thymes it's aromatic, too.

Creeping Phlox is good.

Any of the low-growing sedums would be good. I like the yellow sedum which seems to like it anywhere you put it. And it doesn't interfere with other plants.
