I have short, heavy legs. I hate it. I often wear high heels and a long skirt to cover them. I can't wear a pair of skinny jeans or any jeans, because I feel people will look at my short legs.
When I try to wear long leggings it makes my legs appear even shorter. Can anyone offer some tips on clothing styles that will not accentuate my legs?

You are lucky that you can wear high heels. I haven't been able to do that for about 15 years because they hurt my back.
Even though I'm tall, I have short legs, too (my height is all in my torso!). I've also put on some weight, and have the infamous thunder thighs.
Long-over-lean is the best way to go. Wear long tops like tunics, etc., over leggings. It'll cover your thighs, giving the impression that you have longer legs underneath the long top. Slim jeans are good, too, just as long as you wear something like a long sweater or cardigan over them.
In the summer, I wear long tops over short leggings, for the same reason. Regular shorts make my legs look short and fat. :-(

This expert recommends skirt lengths to be just under the knee. Bermuda style shorts should be just above the knee and are the most flattering to all body types. She says where the item of clothing ENDS makes a horizontal line and draws the eye to that place. So you want to eliminate those horizontal lines as much as you can. And when you can't, have the piece of clothing end at the narrowest portion of your leg (or arm, etc). That would be your ankle or up near your knee. Avoid mid-calf clothing as this draws the eye to the widest part of the leg. Capri pants should be right under the knee, too.
Pants or trousers should not conform to the leg and be narrow at the bottom. (This is the horizontal line place.) They need to be wide at the bottom (the ankle) like bell bottoms. This gives the appearance of longer legs and a narrow waist for that hour glass figure we all desire. The bottom of the pant should graze the top of the shoe. Also, hosiery or socks should be the same color as the pant leg and the shoe. This camouflages that horizontal line. The shoe and sock appear to be part of the pant leg making the leg appear longer.
Another tactic is to include something flashy or bright colored nearer to your face. An attention grabbing accessory like a scarf, jewelry, or handbag. It diverts attention to that area of the body and away from the portion you don't want people to look at. It's an eye fooler. Of course, beauty is all about illusion. We all need to fool the eye. I hope I've explained some ways to do it.
