My daughter has to make a garden party hat out of an old hat for school. She is in the second grade. I just have no imagination. Please help.

Take a baseball cap & hot glue silk flowers all over it. Might find something like little bees or something to work into the flowers.
I've made hats like this for my daughter, using newspaper and fresh flowers from our garden. You don't have to make one like this, but you can see that a pretty hat can be made with just about anything:

If you happen to have a brimmed straw hat around, just add some fresh or silk flowers. You can wrap a pretty ribbon and tie a bow to finish it off (and help cover the stems). Try not to stress out and have fun with the project!
Try gluing or otherwise attaching fake vegetables or fruit to the hat base. Toy food/fake vegs and fruit from the dollar store on a straw hat or baseball cap would be different since most everyone will use flowers.
A typical garden hat, such as a brimmed straw hat, would work and decorate it with gluing seed packets to it, also find garden tools and flower pots in miniature size (they do come in light weight plastic) and glue those as well. The craft stores, ex: Michaels or Hobby Lobby are great ones to find as these items.
