Stains from Tissue Paper on a Wedding Dress?

My wedding dress was packed in blue tissue paper and now there is blue dye on the dress. How can this be removed?

I assume it is white...drycleaners have a professional process called whiting....it is safe for delicate fabrics, and they USUALLY have some sort of guarantee. We had to do this with age/mud spots on a dress, and it looked fantastic, even for being ivory.
