I need ideas to make about ten inexpensive table centerpieces for an Emergency Preparedness committee dinner.

If there is a logo, you could print it on card stock, cut it out and figure out a way to put it on a vase of flowers at each table.
If you have ten dollars, go to the Dollar Tree and get flashlights, first aid kits, Pedialite, Batteries, Hand sanitizers, and such. Put a bucket under a piece of cloth and set the decoration on top.
Good Luck!
I like "poor but proud's" ideas, BUT instead of the dollar store ask local drug stores or other stores which carry things to be used during EP times. I belong to the MN version. Stores may be willing to donate--acknowledged with a placard on the table of all who donated. Use as a drawing at the end.
