Is it attached to your a/c unit perhaps it is removing moisture from the air the unit is cooling. I would be very interested in it too - does anyone else in the area have the same thing? Ask around on what it may be by taking a photo of it & then taking it with you to show "the men" that you ask in the fire department, police department, sheriff's department, or men that are building houses in your area. ~Keep us informed & good luck~
