Cream together sugar, margarine and eggs. Add remaining ingredients and mix well. Bake at 350 degrees F for 25-30 minutes.
For Frosting, bring sugar, margarine and milk to a boil and boil for 1 minute. Take off stove and add chocolate chips. Beat until it starts to thicken. Spread on brownies.

Tasty with almonds.
Preheat oven to 355 degrees F (180 degrees C). Grease and line a baking tray.
In a heavy based pan, chop and melt the chocolate and butter together till well blended. Remove and set aside.
In another pan, mix 1/3 cup of flour and a little water and make a paste. Add the remaining water and cook over moderate heat whisking constantly until thick for 5 minutes.
Remove from the stove and add salt and vanilla essence. Then add the chocolate mixture. Sift the 2nd measure (2 cups) flour, cocoa and baking powder. Mix sugar, liquid, almonds and cocoa mixture all together.
Spread in baking tray and sprinkle almonds on top. Bake for 30-40 minutes. When the brownies are done it will leave the sides.
