Brown hamburger and onion until meat loses its color. Add rice, water and seasonings. Bring to a boil, stirring briefly. Cover and cook on low heat until rice is about half tender. Add zucchini and stir slightly. Cook until rice and zucchini are tender. Add tomatoes. Cover and cook without stirring, until tomatoes are thoroughly heated. Top with grated cheese or slices of Velveeta.
