I'm a quilter. I don't do clothes or spell well.
I thought maybe run a single, same color thread
very loosely, around, inch above, inside skirt
then lightly press it with iron? Just an idea.
Try taking the skirt up at the waist. That way the hem will stay the same.
Put shirt on inside out. Pin up to the desired length. Don't cut off excess material yet. Use a double needle on sewing machine. Turn shirt right side out. You can use scotch tape on your sewing machine to mark the depth of the hem. Just keep the edge of the hem against the tape as you sew and you will have an even hem.
The best way to shorten your skirt would be from the waist. No need to touch the hem at all. Hope this helps.
Is it a SKIRT or SHIRT? There seems to be a discrepancy, but I would do both the same unless you have alot to cut off. Just turn under desired amount and handstitch with small stitches.
