Preheat an oven to 400 degrees F. Combine the potatoes and spinach in an 8 x 8 inch baking dish and set aside.
Melt butter in a saucepan over medium low heat. Stir in the onion, and cook until dark brown, about 15 minutes. Stir in the garlic and flour and cook 1 minute more. Season with salt, stir in the milk and cream, and bring to a simmer over medium heat. Cook, while stirring, until the sauce has thickened, about 10 minutes. Stir in the pepper jack until just melted and pour over the potatoes.
Cover the potatoes with aluminum foil, and bake for 30 minutes. Uncover and bake about 25 minutes more, or until the potatoes are tender and the cheese is bubbly.
