Brown beef, onion and pepper in large skillet. Stir in tomato sauce and garlic salt. Simmer while preparing dough. Separate biscuit dough and pull each in half. Press half into a layer over bottom of greased 9 inch square baking dish. Combine 1/2 cup cheese with sour cream and egg; mix well. Remove mixture from heat and stir in sour cream mixture. Spoon over dough. Arrange remaining biscuit layer on top. Sprinkle with remaining cheese. Bake at 375 degrees F for 25-30 minutes until biscuits are golden brown.
