When one full bag of garbage is taken out, I replace it with a new one. I make sure there are 6 folded bags under the new one. I always have a full week of garbage bags without hunting for them when they have to be replaced. That way the bags are out of the way and ready for the next bag of garbage.

We used to do this in the little restaurant I worked at in high school. Saved so much time during rush hours!
I guess I would worry about seepage from the garbage getting through the bag onto the unused ones.
I have done this for a long time and never have had a problem with leakage. In face, I keep a small roll of the bags underneath the one in use. It saves a lot of hassle trying to get a new bag in a rush.
