If a recipe calls for 1 3/4 pounds carrots and I am using canned carrots how many cans should I use?

I would just kind of guess at that. Most recipes won't know if you have more or less carrots in it. I am referring to things like vegetable stew, soups, etc. For carrot cake there might be a difference.
I think most canned vegetables contain 15 or 16 ounces. Two cans of carrots minus the drained liquid should be close enough for what you need.
