Hi I think the clock starts ticking after the packaging is open. In Europe there is a picture of a container with a number in it. This refers to the use by once the package has been opened.
I think dry products go bad more slowly than wet ones so you will probably be fine to use these. You must be careful with products for the eyes though, such as mascara as they should be thrown away 4- 5 months after opening.
If it's sealed and stored in a cool dark place, it should last about a year before the preservatives give out. But always pay attention to consistency and smell - if either seem "off' or unusual, it's time to toss

How long can mascara, eye liner, blush, and lipstick be kept?

It depends on a lot of factors: what product you use (natural type or not), conditions kept in (warm climate, purse in a hot car, etc). I have read many times that mascara is the worst culprit and should be changed every 3-6 months and not to pump the container and of course not to put water or anything in to "get the last bit out" and no sharing cosmetics or brushes/applicators. When you pump mascara it pumps air into the tube which will make it go bad faster and also will dry it out.

I purchased Physicians Formula Super BB cream yesterday, and Im uncertain of the expiration date. EXP220C is printed on the back of the box, does this mean it expires Feb 2020?
