Is it good to eat the oranges off the orange tree, if the dog poops near it daily and urinates as well?

It won't effect the fruit at all. Think about it - people commonly fertilize their gardens with cow manure, and, even better, chicken manure. The dog waste moistens the soil at the surface level, where it is filtered by the grass and soil. It evaporates quickly, and never gets deep enough into the soil to effect the tree. Trees take their water from deep levels in the soil, and filter it even more by the time it gets to the fruit. Rest assured that - unless you are using chemical pesticides on it - the fruit is healthy, wholesome, and wonderful.
Free2B's answer is completely incorrect. Dog waste is a serious biohazard unlike other manure from cows or chickens. Do your own research!
According to Univ of Penn they only mention fruit trees that have been in flood water due to sewage or animal feces, etc. But even when you use manure to amend your soil, you're not supposed to consume any fruit or vegetable until after 4 months.
